Which fire safety inspections does the law require of a building owner?

Fire safety on a site is the duty of the responsible person — the owner, the occupier or the tenant, as agreed in the contract. The main requirements are set out in Cabinet of Ministers Regulation No. 238 of 19 April 2016, the Fire Safety Regulations. Here we have gathered the periodic inspections that are most often forgotten.

Fire protection systems

Automatic fire detection and alarm systems, automatic fire suppression, smoke extraction and other fire protection systems must be kept in working order at all times. The responsible person ensures their maintenance in line with the regulations, standards and the manufacturer's requirements (paras 129–130).

If a system has activated or is faulty, it must be restored to working order within 24 hours at the latest (para. 132). Every activation and fault is entered in the log (para. 131).

Documents that must be kept on site

  • fire safety instructions and the training log;
  • an evacuation plan on every floor — in a building where more than 50 people may be present at the same time (para. 229);
  • the fire protection system activation and fault log;
  • electrical installation and thermal imaging inspection reports;
  • flue and ventilation duct cleaning records;
  • inspection records for fire extinguishers and the internal fire mains.

Who may carry out the inspections

Fire safety instructions, training, practical drills and the inspection of hydrants and internal fire mains may be carried out by a person with appropriate education or training in fire safety (para. 178). Electrical installations are inspected by a certified specialist, and fire extinguishers are serviced at an extinguisher servicing facility.

How often must fire extinguishers be inspected?

Visual inspection — at least once a year, in a public building every six months. Servicing follows the manufacturer's schedule or, if the manufacturer has not set one, at least every five years (Reg. 238, paras 268–274).

How often must the electrical installation be inspected?

In an ordinary building — every 10 years, in an explosive atmosphere — every two years, in a chemically aggressive environment — once a year. The inspection also includes thermal imaging of the connections (Reg. 238, paras 56–58).

Who is responsible for fire safety in leased premises?

The responsible person for the site. The lease should state clearly who is responsible for the shared systems and who for the tenant's premises and equipment.

How quickly must a fire alarm system be repaired?

A fire protection system must be restored to working order as soon as possible, and within 24 hours of the fault being found at the latest (Reg. 238, para. 132).
